The pull-request template says out loud that opening a PR accepts CONTRIBUTING's terms

The relicensing grant binds by conduct only if the contributor had a fair chance to see it, and the template mentioned CONTRIBUTING only inside an HTML comment the rendered PR never shows. One visible checkbox at the top of the checklist.
