Correct chip-specific radio profile validation and airtime

Retain supported LR2021 bandwidths and reject frequency gaps. Enable LR1121 high-band bandwidth selection and account for its forced LDRO in profile and beacon airtime. Cover all eight chip families with production-method regression tests.
